Vladimir Belyak specialized in easel painting.
He studied at the Odessa Art School under A. Postel, I. Gursky, and D. Krainev. He subsequently graduated from the Kiev State Art Institute. Among his instructors were I. Shtilman, M. Sharonov, S. Grigoryev, K. Eleva, K. Trokhimenko, and M. Ivanov.
Vladimir Iosifovich Belyak participated in numerous municipal, republican, all-union, and international art exhibitions. He was a member of the National Union of Artists of Ukraine from 1953.
The artist's works are represented in museum and private collections in Ukraine, Russia, France, Poland, and other countries.
